An Engineering Manager job is available with the City of Fort Worth Transportation & Public Works department in the Transportation Management division.

The City of Fort Worth is searching for a dynamic and effective Engineering Manager to lead the Traffic Signal Section and to be an integral part of making Fort Worth a leader in Traffic Systems Management and Operations. The position oversees all items related to traffic signals and intersection improvements. Examples: Signal design, maintenance, and operations; signal retiming; crash data reviews; contract, budget; project management; project identification and prioritization; Smart City initiative; Intelligent Transportation Systems; Traffic Management Center; Capital projects; Traffic Impact Assessment review; etc.

The position will supervise, plan, design, coach, review professional staff work and administer contracts, implement traffic signal and intersection improvement projects, and oversee the signal retiming program and Traffic Management Center.

The position provides best practice guidance in developing and implementing policies, procedures, goals, and objectives and makes recommendations for changes and improvements to existing standards and procedures.

This position manages and reports the performance of service quality, responsiveness, efficiency, and effectiveness of the section engineering activities and serves as the primary contact on issues and programs related to Traffic Signals and collaborates with other divisions, stakeholders, departments, and outside agencies.

Minimum Qualifications:
-Bachelor's Degree from an accredited college or university with major coursework in civil engineering or a related field
-Five (5) years of increasingly/responsible construction management
-Two (2) years of administrative and supervisory responsibility required
-Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six months of employment.
-Valid Texas Driver’s License

Preferred Qualifications:
-Certification as a Professional Traffic Operations Engineer (PTOE).
-Extensive knowledge and experience in signal design, maintenance, operations, implementation, and intelligent transportation systems.
Skills in Traffic Engineering software. Such as Synchro, SIM Traffic, MAX View, Q Free, advanced traffic management software, signal performance software, etc.
-Excellent communication skills.
-Experience creating/managing a budget, grant application, and capital projects.

The job responsibilities include:
-Provide technical leadership to engineers and technicians related to transportation engineering, traffic operations, traffic safety, signs and markings, traffic signal timing, and design. Lead, manage, supervise, coordinate, direct, and monitor the day-to-day activities of the section.
-Prepare, administer, and manage the annual capital budget, contract, and contractors. Identify shortfalls and unmet needs, estimate unmet budgetary needs, and plan for budget accordingly. Program annual projects and work as it relates to teams' yearly activities.
-Prepare and apply for grants related to intersection and signal projects.
-Reviews and approves design plans and conducts field inspections. Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures.
-Preparation, research, and implement new technologies. Manage Traffic Management Center.
-Coordinate with internal and external agencies on projects. Communicate with citizens and elected officials.
-Participate in the preparation, prioritization, and implementation of Capital Improvement Projects, Bond Planning, and recommend projects.
-Prepare revision of standards, details, processes, and specifications.
